Phase one – SHAPING ATTITUDES FOR SELF RELIANCE

All Africans and their friends must believe that

-We can grow to maturity as individuals, families and communities, change from being passive observers to active players, from dependence to self reliance, from indifference to deep commitment, short sightedness to long term vision, and from a poor perception of self to self confidence and self assurance.

Phase two – PARTNERSHIPS FOR SHARING KNOWLEDGE AND CAPACITY

All local councils and municipal counselors are invited to accept
-  the urgent necessity to promote partnerships for mobilizing resources for health and development
-  that partners would elect (select) stewards that would transparently manage these resources, and elect (select) from among the most responsible stewards, leaders that would be effective and committed.
- that local authorities, government and friends will ensure that resources reach local communities and promote client oriented, community based, locally managed health and development efforts.

Phase three – ACQUIRING SKILLS FOR HEALTH AND DEVELOPMENT INITIATIVES

All African elites everywhere, at home and abroad are invited to participate
- In implementing a coherent package based on proposals by the Africa Commission, The United Nations, (especially WHO) and the well known declarations and resolutions focusing on Africa.
- In resolving Africa’s problems, interlocking vicious cycles which reinforce one another, and must be tackled together on many fronts at once; by committed partners each focusing on how they can make the most effective contribution.
- In the African Healthy Communities Movement which recognizes the futility of working for health without development – proposing instead development through health.
